Service Standards for Land Use Planning Services Fees — Program Specific Remissions Approach

12.2 Land Use Planning Services

On this page

1.0 Context

In this section

The section applies to service fees under the National Parks of Canada Land Use Planning Regulations. The regulations authorize the provision of land use planning services including the issuance of authorizations, permits, and other land use planning administration services.

These service standards are Parks Canada’s commitment to process and respond to applications or requests within reasonable and predictable timeframes.

Performance target

Parks Canada will aim to meet these service standards 75% of the time, resulting in less than 25% of fees collected to be remitted as a result of unmet service standards.

Performance information

Visit Parks Canada Fees Report for more information on service standards and performance results by fiscal year.

2.0 Remission calculation methodology

In cases where the service standard is not met, applicants will be refunded a portion of the fee paid. This amount is based on the proportion by which the standard has not been met.

Remissions for this program will not exceed 50%. The proportion of the fee remitted will correspond to the following tiers, which reflect the service standard timeline:

Remission calculation methodology
Tier level
Service standard timeline
Days over service standard that may warrant a remission
Percentage of fee to be remitted
Tier 1 25 days or less 1 to 5 business days 25%
Tier 1 25 days or less 6 business days or more 50%
Tier 2 Between 26 and 45 days Up to 20 business days 25%
Tier 2 Between 26 and 45 days 21 business days or more 50%
Tier 3 46 days and above Up to 30 business days 25%
Tier 3 46 days and above 31 business days or more 50%

3.0 Service standards

In this section

These service standards indicate processing timelines that may be expected under normal circumstances. Service standards do not apply where applications or requests have been withdrawn by the applicant, or where information was not provided within a prescribed timeframe, as applicable. For the purpose of administering these service standards, a decision on an application does not necessarily constitute the issuance of an authorization or permit.
