Riding Mountain National Park

Restricted Activity - Waterbody Use, Watercraft, and Water-Related Equipment

What:

Pursuant to section 21 of the National Parks General Regulations, Canada National Parks Act, the use of motorized watercraft, water-skiing equipment or sub-surface diving equipment is prohibited in Riding Mountain National Park except for Clear Lake and in accordance with a permit.

Pursuant to subsection 7(1) of the National Parks General Regulations, Canada National Parks Act, the following restrictions or prohibitions apply to watercraft and water-related equipment within Riding Mountain National Park.

  1. Motorized Watercraft —Clear Lake
    Motorized watercraft use in Riding Mountain National Park is:
    • RESTRICTED to Clear Lake
    • Permitted 08:30 to 20:30, Wednesdays to Sundays
    • Restricted to Boat Cove for launching and retrieval
  2. Non-Motorized Trailered Watercraft —Clear Lake
    Non-motorized trailered watercraft use in Riding Mountain National Park is:
    • RESTRICTED to Clear Lake
    • Permitted 08:30 to 20:30, daily
    • Restricted to Boat Cove for launching and retrieval
  3. Motorized/Trailered Watercraft Permit System
    • Motorized / trailered watercraft use on Clear Lake is subject to mandatory aquatic invasive species inspection(s) by Parks Canada staff prior to use.
    • Registration and adherence to the Tagging Program is mandatory.
    • Watercraft users must possess and comply with a valid inspection permit issued under subsection 7(5) of the National Parks General Regulations.
  4. Non-Motorized Permit System
    • Non-motorized watercraft, towables, wetsuits, dry suits, diving gear, and inflatables that carry more than one person are subject to mandatory aquatic invasive species inspection(s) by Parks Canada staff prior to use.
    • Visitors must choose to operate non-motorized watercraft either on Clear Lake or outlying lakes.
    • Watercraft users must possess and comply with a valid inspection permit issued under subsection 7(5) of the National Parks General Regulations.
    • This permit is void if the watercraft, wetsuits, dry suits, diving gear, or inflatables are used outside Riding Mountain National Park. In that case, a permit must be reissued following Clean, Drain, Dry (decontamination) and re-inspection.

    Non-motorized watercraft” means: any boat, canoe, kayak, raft, stand-up paddleboard, or other type or class of vessel without a marine motor.

  5. Clean, Drain, Dry Requirements
    As described in the Manitoba Aquatic Invasive Species Regulation, Clean, Drain, Dry protocols are in effect for all watercraft and water-related equipment, excluding those described in sections 4(1) and 8(1).
    • CLEAN, DRAIN, DRY after each use.
    • DECONTAMINATE watercraft and water-related equipment used in Clear Lake before launching outside Riding Mountain National Park.
  6. Outboard Marine Motor Types
    The following outboard marine motor types may be used:
    • Electric motors
    • 4-stroke engines
    • Direct fuel-injected 2-stroke engines

    The use of all other internal combustion marine outboard motors is PROHIBITED on all park waters.

  7. Overnighting and Mooring
    Overnighting in or on a watercraft is PROHIBITED on all waters in Riding Mountain National Park without a mooring permit.
  8. Personal Watercraft
    The use of personal watercraft (e.g.Jet Skis, Sea-Doos) is PROHIBITED in Riding Mountain National Park.
  9. No-Wake Zones -Clear Lake
    No person shall operate a watercraft at a speed greater than 10 km/h within 150 meters of shore on Clear Lake. See attached map.

Why:

To protect ecological integrity and to reduce potential introduction and spread of Aquatic Invasive Species.

Note:

Violators may be charged under the Canada National Parks Act. maximum Penalty: $25,000
