Hemlock woolly adelgid management in Rouge National Urban Park

Issued: September 18, 2026

Ends: October 30, 2026

From September 23 to October 30, Parks Canada will be conducting targeted treatment of Eastern hemlock trees in high priority areas across Rouge National Urban Park to help protect against the invasive hemlock woolly adelgid (HWA).

If you see a hemlock tree with these canisters, please refrain from touching them. The canisters will be removed by qualified work crews once all the pesticide has been absorbed by the tree.

Work involves the injection of the organic commercial pesticide TreeAzin (PCP#30559, active ingredient of Azadirachtin) directly into select hemlock trees which will be marked using small metal tags. This targeted and contained treatment helps protect trees from infestation while minimizing impacts to surrounding vegetation and wildlife.

HWA is a small insect that feeds on sap at the base of hemlock needles, leading to needle loss, branch dieback and eventual tree death. HWA poses a significant threat to Eastern hemlock trees, an important species in Rouge National Urban Park that provides critical habitat for wildlife and helps regulate terrestrial and aquatic microclimates.

Pesticide application is conducted by certified staff in accordance with Ontario’s Pesticides Act and Ontario Regulation 63/09. Pesticide notice signage will be posted near treatment sites prior to application and will remain posted for 48 hours afterward.

During this work, visitors may notice crews operating in forested areas where hemlock trees are present. While no trail closures are anticipated at this time, visitors are asked to respect all posted signage and follow the direction of work crews in the vicinity.

Protecting hemlocks is essential to maintaining healthy forest ecosystems in Rouge National Urban Park. This work supports ongoing restoration and invasive species management efforts and helps safeguard habitats for species at risk and other native wildlife.
