Rouge Beach Improvements Project
Rouge National Urban Park
Access to Rouge Beach and the Great Lakes Waterfront Trail is closed. Please visit the important bulletin for more information.
The Rouge Beach Improvements Project is revitalizing one of the park’s most popular destinations while enhancing and protecting the natural and cultural integrity of Rouge Beach and Marsh.
First proposed in 2012 and identified in the 2019 Rouge National Urban Park Management Plan, the project will improve visitor experiences through a new trail connection from Lake Ontario to the Mast Trail, upgrades to the Mast Trailhead and enhancements to the Rouge Beach and Marsh Day Use Area, creating new opportunities to connect with nature at the Rouge.

Current phase
Phase 1: Day use area improvement features
Revitalization of the Rouge Beach Day Use Area

Through improved infrastructure, Parks Canada will address climate change, flooding, erosion, species at risk, invasive species and ecological restoration, while providing safe visitor access to the Lake Ontario waterfront and Rouge Marsh and Beach areas.
Formalized trail and boardwalk connection

The proposed trail and raised boardwalk will connect Rouge Beach to the rest of the park, through to the Twyn Rivers Day Use Area and, eventually, to the upcoming visitor, learning and community centre at the Zoo Road Day Use Area and beyond. The trail will provide visitors with a respectful, low-impact experience of this ecologically sensitive area.

Next phase
Phase 2: Erosion mitigation features
Shoreline stabilization and erosion mitigation

Parks Canada will implement measures to address ongoing shoreline erosion and reduce the impacts of flooding and extreme weather events at Rouge Beach. This work will help protect the Lake Ontario shoreline while supporting the long-term health of surrounding natural ecosystems.
Climate-resilient infrastructure and facilities

Lessons learned from the latest rapid erosion event have informed a re-examination of facilities and infrastructure located near the shoreline. Proposed improvements will be designed with long-term resilience in mind, helping the area adapt to changing environmental conditions while maintaining safe public access.

Public engagement: coming soon!
The public engagement period for Phase 2 improvements will begin soon.
Building on the environmental restoration, accessibility improvements and community feedback that helped shape the first phase of implementation, Parks Canada will be seeking input from the community on the next phase of improvements.
Opportunities to participate in the consultation process and provide feedback will be communicated on Public engagement as well as on Facebook.
