Privacy impact assessment summary for the National Urban Parks Program

Description

Parks Canada is implementing a program to establish a network of national urban parks in major urban centres across Canada. The program aims to conserve and restore nature, increase public access to natural spaces, and support collaboration with Indigenous peoples. The program is delivered in partnership with Indigenous groups, as well as municipal and provincial governments and community stakeholders. Each park is developed through site-specific arrangements that reflect the local ecological, cultural, and community context. Key activities include planning, consultations and engagement, research, and the development of governance and operational approaches to support the establishment and management of sites. The program contributes to federal conservation objectives, including commitments to expand protected and conserved areas. Funding supports planning and designation activities.

Why a privacy impact assessment was completed

A Privacy Impact Assessment (PIA) was conducted for the National Urban Parks Program, which establishes a network of national urban parks across Canada in collaboration with Indigenous partners, governments, and stakeholders. Program activities such as consultations, engagement, research, and partnership development involve the collection, use, and potential disclosure of personal information. The PIA identifies and addresses privacy risks to ensure compliance with the Privacy Act and Treasury Board Secretariat requirements.

Additional information

No significant privacy risks were identified as part of this PIA, as appropriate mitigation measures were integrated throughout the program design. These measures include limiting the collection of personal information to the minimum required, ensuring all elements are described in standard Treasury Board Secretariat Personal Information Banks (PIBs), and restricting access to personal information to authorized individuals on a need-to-know basis. In addition, a Privacy Notice Statement is provided at the time of collection to inform individuals of all required elements regarding the collection, use, and protection of their personal information in accordance with Treasury Board requirements. Together, these controls reduce potential risks and support compliance with the Privacy Act and TBS requirements.
